Should teams eliminated from fantasy football playoffs be able to make waiver moves?

I went to check my league's waiver wire today to see if my opponent in the championship game made any moves.

What did I see?

Five transactions. None made by my opponent or the two who lost in the semifinals.

Three owners who lost in the quarterfinals made transactions totaling those five moves.

The top four places cash out, so I'm wondering why they made moves.

Do you find this fair? It's not a keeper league either.
